4th & Brookes is an 88-unit mixed-use development currently under construction at 3604 Fourth Avenue in the heart of Hillcrest. 

Prior to redevelopment, the property was home to a low-rise commercial structure. The modest building occupied a prominent corner lot in Hillcrest but fell short of the site’s full potential, particularly given its proximity to transit, employment centers, and neighborhood-serving retail. The replacement of the existing structure reflects a broader shift toward higher-density infill projects along Fourth Avenue, where aging one- and two-story buildings are gradually giving way to mixed-use housing developments.

Developed by Greenline Development, a firm founded in Brooklyn that has recently expanded into the San Diego market, 4th & Brookes adds to the company’s growing local portfolio. Other San Diego projects by Greenline include 8th & Robinson, 10th & Robinson, 4th & Palm, and 2881 Fourth Avenue, reinforcing the developer’s continued investment in San Diego. This project leverages the City of San Diego’s Complete Communities Affordable Housing Solutions program, utilizing Complete Communities incentives to deliver much-needed housing.

4th & Brookes will deliver 88 residential units, and architecturally features an innovative solar facade that contributes to the building’s contemporary identity and sustainability goals. The development includes ground-floor retail space that activates the pedestrian realm along 4th Avenue, strengthening neighborhood vibrancy and encouraging walkability. Above, residences are efficiently organized to maximize natural light, air, and access to shared amenities, including a rooftop terrace with sweeping ocean views.

The building’s massing and material palette reflect a modern urban design language suited to the evolving architectural character of Bankers Hill and Hillcrest. Rising vertically on a constrained infill parcel, 4th & Brookes demonstrates how strategic density can enhance neighborhood vitality without expanding the city’s footprint.
