Congregational Place is a new senior housing project in Chula Vista, aiming to bring affordable housing right next to the city’s downtown.
The site, a former used-car lot, is now being redeveloped as an infill project by the Retirement Housing Foundation. It is planned to have 55 affordable one-bedroom studio apartments for seniors in addition to one caretaker unit. Additionally, the site will include a 2,083-square-foot Program of All-Inclusive Care for the Elderly (PACE) clinic operated by San Ysidro Health, as well as a parking garage.

The development is located just north of Chula Vista’s Third Avenue Village—the city’s downtown and main shopping area. It connects to MTS route 705 towards E Street Station, Plaza Bonita, and Southwestern College, as well as route 929 towards Downtown and Iris Avenue Transit Center.
Construction is expected to complete in early 2026.
