Otay Ranch Town Center is a shopping center located in eastern Chula Vista. Most of the site is surrounded by large swaths of parking lots, but a 2024 plan proposes to change that by rezoning the northwestern corner of the complex into a mixed-use residential development.
The site plan calls for 144,000 square feet of land to be rezoned into three mixed-use residential lots with a total of 840 multifamily residential units, 10% of which would be designated as affordable. About 13,000 square feet of the lots will also be dedicated to ground-floor retail. The project would also provide 2.53 acres of park space.

The site will be developed in three phases: phase one requires that 100 residential units be built within the first seven years of the project’s execution, phase two calls for at least 435 units within 12 years, and phase three mandates that all 840 units be completed within 15 years.
The plan was approved in September 2024 by the Chula Vista Planning Commission and by the City Council in December, though it is unknown when construction will begin.
